Combine ground pork, carrots, green beans, garlic, onions, soy sauce, salt, and pepper in a large bowl.
Place a lumpia wrapper on a flat surface and spoon 2 tablespoons of filling onto it.
Fold the corner over the filling and roll tightly.
Fold in the sides and continue rolling until sealed.
Heat oil in a deep pan over medium heat.
Fry lumpia in batches until golden brown, about 3-4 minutes per side.
Remove from oil and drain on paper towels.
Serve warm with your choice of dipping sauce.
