Preheat your oven to 350°F (175°C).
In a large skillet, brown the ground beef over medium heat until fully cooked.
Drain any excess fat from the skillet.
Add the mixed vegetables, cream of mushroom soup, garlic powder, and onion powder to the beef.
Stir until well combined and heated through.
Mix in the cooked rice, and season with salt and pepper.
Transfer the beef and vegetable mixture to a greased casserole dish.
Top the mixture with shredded cheddar cheese evenly.
Bake in the preheated oven for about 20 minutes, or until the cheese is melted and bubbly.
Remove from the oven and sprinkle French-fried onions on top before serving.
