Preheat your oven to 400°F (200°C).
Pat the chicken thighs dry with paper towels.
In a bowl, mix olive oil, salt, pepper, garlic powder, paprika, and rosemary.
Rub the seasoning mixture all over the chicken thighs.
Heat a skillet over medium-high heat and add the chicken, skin-side down.
Sear for about 5-7 minutes until the skin is golden brown.
Flip the chicken and cook for another 5 minutes.
Add lemon juice and chicken broth to the skillet.
Transfer the skillet to the preheated oven.
Bake for 25-30 minutes until the internal temperature reaches 165°F (74°C).
