Cook the penne pasta according to package instructions; drain and set aside.
In a large skillet, brown the ground meat over medium heat.
Drain excess fat from the skillet.
Add taco seasoning to the meat and mix well.
Stir in the black beans, corn, and diced tomatoes.
Cook for 5-7 minutes until heated through.
Add the cooked pasta to the skillet and mix until combined.
Stir in half of the cheese until melted and creamy.
Remove from heat and fold in the sour cream.
Top with remaining cheese and garnish with jalapeños and cilantro.
