Preheat your oven to 375°F (190°C).
In a large bowl, combine the cooked macaroni, cheddar cheese, Parmesan cheese, milk, eggs, garlic powder, onion powder, salt, and pepper.
Mix well until all ingredients are combined.
Scoop the mixture into a greased muffin tin, filling each cup about 3/4 full.
Sprinkle breadcrumbs on top of each filled cup.
Bake in the preheated oven for 15-20 minutes, or until golden brown.
Allow to cool for a few minutes before removing from the muffin tin.
Heat oil in a frying pan over medium heat.
Fry each mac and cheese bite until crispy on all sides.
Serve warm with your favorite dipping sauce.
