Preheat your oven to 350°F (175°C).
Grease and flour a 9x13 inch baking pan.
In a mixing bowl, combine the cake mix, water, vegetable oil, and eggs.
Mix until well combined and smooth.
Pour the batter into the prepared baking pan.
Bake for 30-35 minutes or until a toothpick inserted comes out clean.
Allow the cake to cool for about 10 minutes.
Poke holes all over the cake using the end of a wooden spoon.
Mix sweetened condensed milk with shredded coconut and pecans, then pour over the cake.
Cool completely, frost with chocolate frosting, and top with whipped cream.
