Line an 8x8 inch baking dish with parchment paper.
In a saucepan, combine semi-sweet chocolate chips and condensed milk over low heat.
Stir until melted and smooth, then pour into the prepared baking dish.
Allow to cool for about 20 minutes.
In a separate saucepan, melt butterscotch chips and a pinch of salt over low heat.
Pour the butterscotch mixture over the cooled chocolate layer.
Let it cool again for another 20 minutes.
Melt white chocolate chips in a separate pan until smooth.
Pour the white chocolate over the butterscotch layer, spreading evenly.
Drizzle melted chocolate on top for decoration and add sprinkles.
Chill in the refrigerator for at least 2 hours until firm.
Cut into squares and serve.
